Abstract

Upon the administrative decentralization of hydro-agricultural infrastructure, irrigation users’ associations were established both in Mexico and in other countries. The objective of this research was to evaluate the administrative effectiveness of two Associations of Users of Agricultural Producers, for the period 2011-2017 by means of financial indicators, contrast with the principles of adequacy of the World Bank as well as with national regulations in force. Although Module IV-3 was found to be more administrative effective than module I-3, both modules showed violations of the national regulations. The National Water Commission (CONAGUA), did not execute sanctions. This indicates the presence of informal and/or clientelist arrangements, risking the sustainability of the modules, which do not comply either with the principles of the World Bank. This work provides evidence regarding to the administration of the Associations of Users of Agricultural Producers, which until now have not been evaluated at the national level.
